Your water authority supplied water mains pressure will normally only supply water at usable pressures (Ofwat requirement is 15 psi) up to the third floor.

High rise buildings of three or more storeys usually have water supplied into a common cold water storage tank, typically installed in basement areas, from which it is delivered to individual outlets and dwellings through water booster pumps.

A water booster pump set is sized in accordance with water demand and numbers of storeys or required pressure head. Typically multi-pump systems are designed with a degree of redundancy in a duty standby configuration to ensure continuity of water supply in the event of pump failure. Single and multi-pump systems should be periodically maintained in order to mitigate the risk and inconvenience of interrupted water supply.

New and up-rated systems required as a result of reduction in mains water pressure

Until recently many water authorities have delivered water in excess of the legislated minimum pressure as set by Ofwat. Many water authorities are now operating a programme of actively reducing water pressure in order to reduce water leakage while meeting the minimum legislated delivery pressure. As a result, many properties of 3 or more storeys that are currently serviced directly by water mains will require water booster sets in the future.
